Charter Review Board approves three new charter schools for 2026

By News

The state’s Charter Schools Review Board (CSRB) met on Monday and Tuesday, approving three new public charter schools.  These schools, all of which are slated to open in 2026, will now move forward into Ready to Open status. They include Warren County’s first charter school, a Wake County charter school, and North Carolina’s third virtual charter school.

Warren Young Explorers School

Leaders from Warren Young Explorers School (Warren YES) in Warren County addressed CSRB on Monday.  The school plans to open to 204 K-6 students in Norlina in its first year, eventually growing to become a K-12 school at capacity. CSRB members voted unanimously to approve Warren YES.

Here’s how the new charter school characterizes its mission:

Warren YES creates a child-focused, place-based learning environment that motivates students to be purposeful, creative, ethical, and compassionate leaders, while building a healthy future for themselves, their community, and the planet.

Bettis Academy

CSRB also voted unanimously to approve Bettis Academy, opening in Zebulon. The school, which seeks to educate underserved students, plans to launch in its first year as a K-6 school with 420 students. Growth plans include becoming a K-12 school.

The school frames its mission this way:

The mission of Bettis Academy is to educate underserved students in east Wake County by providing a small learning community, an innovative and academically rigorous curriculum, and hands-on, real-life experiences throughout their academic careers.

NC Connections Academy

Finally, CSRB voted 5-2 to approve NC Connections Academy, which plans to serve 750 K-12 students in its first year. The virtual charter school will be managed by Pearson Virtual Schools. Read more coverage from the News & Observer.

The school sets forth its mission as follows:

NC Connections’ mission is to help students meet performance standards and maximize their potential through an individualized learning program. The school’s tailored approach prepares students of all abilities to succeed in school and life.

CSRB voted not to approve the application for Virtual Horizons Charter School of North Carolina.

At its December meeting, CSRB also heard presentations from renewal charter schools and conducted interviews. CSRB will vote on final charter renewal terms at its January meeting.

Thirteen charter schools seek to open in 2025 and 2026

By News

Thirteen North Carolina charter applicants are hoping to open schools in 2025 or 2026. The Department of Public Instruction (DPI) announced the outcome of the 2024 application cycle in a press release on June 27. Two of the 13 charter applicants seek to open in 2025 on an accelerated timeline. The other 11 applicants hope to open in 2026.

See the list of 2024 applications. The application process to open a new charter school in North Carolina is extensive and involves myriad components.

DPI’s press release noted:

Each applicant paid a $1,000 application fee and conducted criminal background checks on all proposed board members. In addition, applicants provided a detailed description of the proposed school’s mission, governance, education, operational, and financial plans … All applications then underwent a mandatory completeness check phase. Each application deemed complete is then assigned to external evaluators before being distributed to the NC Charter Schools Review Board (CSRB) for review.

Members of the Charter Review Board are reviewing applications over the summer, with applicant interviews slated to begin in September.

The 2024 charter applicants hope to open in the following 8 counties:

  • Wake (3 applicants)
  • Mecklenburg (1 applicant)
  • Guilford (1 applicant)
  • Chatham (1 applicant)
  • Forsyth (1 applicant)
  • Union (1 applicant)
  • Iredell (1 applicant)
  • Warren (1 applicant)
  • Statewide (3 applicants for remote schools)

The year ahead for charter schools

When the 2024-25 school year launches next month, 210 charter schools will open their doors to students. During the 2023-24 year, more than 140,000 students attended charter schools, with an additional 85,000+ student names on charter waitlists. Two new charter schools will open for the 2024-25 school year; this past year, state leaders closed two charter schools.

Charter schools are free, public, and open to all. Like district schools, public charter schools receive their funding from state, federal, and local dollars.
